Quarterback Michael Vick has been placed on the Exempt/Commissioners Permission List by the Philadelphia Eagles.

The team said on its Web site that the convicted dog-fighter will not be able to practice while on the list, but remains eligible to play in Week 3 against the Kansas City Chiefs.

The move was announced when the Eagles announced their final roster cuts Saturday to get down to the 53-player regular season limit.

The Philadelphia Inquirer reported Sunday that he can attend practices, throw on the sideline, go to all the meetings, and do his conditioning work, but can’t get on the field for full team practices.

I think, obviously, he does need more work, General Manager Tom Heckert told the Wilmington News-Journal. I think he’s going to have to pick up some game experience before he’s completely comfortable.
