Harris went 21-for-34 and passed for a career-high 386 yards with two interceptions for the Hurricanes (1-0, 1-0 ACC).
Cooper scored the go-ahead touchdown on a 3-yard run with 1:53 left to play. The play was set up when Travis Benjamin caught a 40-yard pass from Harris -- one of four catches Benjamin made for 128 yards and a touchdown.
Seminoles quarterback Christian Ponder was 24-for-41 passing for 294 yards, two touchdowns and one interception.
Florida State (0-1, 0-1) had a shot to win in the game's closing moments but Ponder's pass to Jarmon Fortson was incomplete in the end zone as time ran out.
