N.O. Flood Project Won’t Be a Quick Fix

Under an Army Corps of Engineers plan, the French Quarter and other historic neighborhoods in New Orleans may be at risk of flooding for several years.
The corps envisions building massive flood walls and gates, but said the $1 billion project would not be done until at least 2011.
