E. Gray Payne, MAJGEN, USMC (Ret) joins Marstel-Day’s Advisory Council

Rebecca R. Rubin, CEO and Managing Partner of Marstel-Day, LLC, an environmental and conservation consulting firm based in Fredericksburg, Virginia, today announced the addition of USMC Retired Major General E. Gray Payne to her firm’s Advisory Council. In making the announcement, Rubin said, “Major General Payne’s insight into Marine Corps issues, operations and the potential for further greening of the military will be invaluable to us.”

E. Gray Payne, Major General, USMC (Ret) is currently Senior Vice President of the Marine Corps Programs Division with The Columbia Group. In addition, he is President of the Marine Corps Reserve Policy Board and currently serves on the Marine Corps Association Board of Governors.

Major General Payne’s last assignment with the Marine Corps was as Assistant Deputy Commandant for Installations and Logistics (Facilities), Headquarters Marine Corps. During his career he also served as Commanding Officer, 4th FSSG Forward (East), Camp Lejeune, NC, from March 1999 to March 200; as Deputy Commander, 4th FSSG, New Orleans, LA from June 2001 to September 2002; as Commanding General, Marine Corps Mobilization Command, Kansas City, MO from May 2003 to November 2004; as Commanding General, Marine Corps Logistics Command, Albany, GA from November 2004 to July 2005; and as Commanding General 4th Marine Logistics Group, New Orleans, LA from July 2005 to August 2007.

Major General Payne’s staff billets include Operations Officer, 2d BTO, Savannah, GA; G-4 Ops and Deputy G-4, 2d MEB, Camp Lejeune, NC; G-3 Plans, Deputy G-3, and Assistant Chief of Staff G-3, 4th FSSG, New Orleans, LA; Assistant Chief of Staff G-3, Marine Forces Korea; Assistant Chief of Staff G-4, II MEF, Camp Lejeune, NC; Chief of Staff, Marine Corps Reserve Support Command, Kansas City, MO; and Director of the CENTCOM Deployment and Distribution Operations Center, Kuwait.

A graduate of North Carolina State University, Major General Payne entered the Marine Corps in 1970 as a recruit at Parris Island, SC. On January 1, 1976 he was promoted from Staff Sergeant to Second Lieutenant and received an Infantry Officer MOS. During his service in the Marine Corps Reserve, Major General Payne has completed numerous schools, including Amphibious Warfare School, Command and Staff College, Landing Force Staff Planning, LOGTECH, and the U. S. Army War College, where he was awarded a Masters Degree in Strategic Studies. His personal awards include the Defense Superior Service Medal, Legion of Merit Medal, Meritorious Service Medal with two gold stars, and the Navy and Marine Corps Commendation Medal with gold star.
