1. Use an IVR to identify supporters.

2. Increase call volume with a predictive dialer.

If you´re still hand dialing from call sheets, you´re not maximizing your volunteer´s time and certainly not reaching enough voters. Predictive and power dialers eliminate the need to hand dial all together. The rapid connection rate of a dialer systems allow you to call through your voter file at three to four times the rate of hand dialing. The dialer streamlines the calling process by allowing volunteers to avoid dealing with busy signals, disconnected, or wrong numbers, and voice mails all together. With higher connect rates, volunteers will find call time to be more effective and far more pleasurable. In addition, hosted predictive dialer systems allow volunteers to organize from home and at other remote locations.

3. Text messaging to mobilize supporters.

A successful political campaign needs to rapidly communicate call to action to activate their volunteer base. In the 2008 presidential election, the Obama campaign showed how effective SMS marketing tactics can be as a volunteer organizing tool. Since then, a slew of campaigns have started to utilize text messaging as a field organizing tool. The Scott Brown for Senate campaign, for example, sent rapid volunteer call to actions to mobilize its supporters. When his opponent appeared on a Boston radio program, Brown text his supporters to call into the station and press the candidate on tough issues. Over 90 percent of the calls to the station were from Brown supporters.

4. Make dynamic robocalls with navigable IVR´s.

Political robocalls are a tried and true method of rapidly getting a campaign´s message out to hundreds of thousands of voters nearly instantly. Navigable IVR phone trees can make those robocalls more dynamic by allowing voters to choose from a selection of issues that are important to them and hear a candidate´s stance on those issues. These customizable messages allow for the delivery of very targeted information on issues and polling locations.

5. Integrating telephony campaigns with web page call to action.

Making phone banking as easy as possible is a sure way to increase a campaign´s volunteer pool and call volume. In the 2010 election cycle, a number of campaigns created volunteer phone bank portals directly on their campaign home page to allow their volunteers to call from home. These campaigns were able to utilize the autodialer technology and increase the volume of GOTV calls.

6. Turn your social networking followers into field organizers.

In 2008 election we saw how social media revolutionized the way candidates connect to voters and engage supporters. The Obama campaign mobilized volunteers through Facebook, YouTube and Twitter. Just collecting “Like” on Facebook, or a YouTube view or a re-blog on Tumblr may not directly affect the ballot box in November. It is critical to turn a digital following into real world volunteers. Digital followers that feel connected to the campaign and can be mobilized through compelling call to actions will be more likely to make the leap from online supporter to offline volunteer.

7. Connect voterfile data with geo-targeted web advertisements.

Today´s ad-networks can deliver highly targeted digital ads. This targeting of web content can be enhanced through voterfile data to create “smart” web ads, directed at specific demographics. This high level targeting is critical to a campaign’s success. It is always important that the content of campaign ads should be relevant to the voters viewing the advertisement; single mothers, sportsmen, and students (for example) should have specific, tailored content that addresses issues they’re likely to care about. Working through data aggregators, campaigns can link specific IP addresses to specific voters in the voterfile to deliver highly effective and targeted political messages.

8. Supplement Traditional Ad Strategy With Video and Rich Media.

Web content is saturated with advertising, and it’s getting harder to sift through the banner ads and pop-ups that get in the way of the content we seek. That’s why it’s important for your ads to mimic the content that people want to find. Streaming content is more likely to generate attention. Video and rich media allow you to communicate a compelling story that a static banner ad cannot. You can even make an interactive ad using Flash or HTML5 to create an interactive experience (like a quiz, game or informational widget) without the user ever leaving the web page they were visiting.
