Norfolk City Council Appoints Two New NRHA Commissioners

Norfolk City Council recently appointed Rose M. Arrington and Donald J. Musacchio to the Norfolk Redevelopment & Housing Authority´s (NRHA) Board of Commissioners.

Norfolk City Council recently appointed Rose M. Arrington and Donald J. Musacchio to the Norfolk Redevelopment & Housing Authority´s (NRHA) Board of Commissioners.

Arrington replaces Hattie Anderson whose service began in 2000. Anderson passed away July 25, 2012. Musacchio replaces Robert L. “Bob” Layton who served since 1998. Commissioner Robert Soble, on the board since 2004, was reappointed.

“We are deeply saddened by the loss of our wonderful friend and colleague ℠Ms. Hattie,´ and will miss the wisdom and organizational knowledge of Bob Layton,” said Board Chairman W. Sheppard Miller III.

“Looking to the future,” Miller said, “Rose and Donald bring exceptional experience and backgrounds that will be major assets in guiding our vision and mission.”

Arrington is currently president of Diggs Town Tenant Management Corporation. She is a volunteer advocate for Sarcoidosis Foundation, Survivors Corner supporting young victims of sexual abuse and Victims of Murdered Children.

Musacchio retired as assistant deputy administrator for management of U.S. Department of Agriculture (USDA) Food Safety and Inspection Service (FSIS), following 36 years of federal service.

From 1994 to 1999, he was the director of Labor and Employee Relations for FSIS. Prior to that, he served in several positions with the U.S. Navy. Musacchio is a former vice-chair and founding member of Interagency Labor Relations Forum, an advocacy group for labor/employee relations and professional development. Musacchio is a board member of Society of Federal Labor and Employee Relations Professionals.
