Lightpath Lauded By New York & Connecticut State Regulators for Excellent Customer Service; Lightpath Recognized By New York State Public Service Commission for 7th Consecutive Year

Lightpath(R), the business telecommunications services division of Cablevision Systems Corporation (NYSE:CVC), today announced that the company has been formally recognized by both the New York State Public Service Commission (PSC) and the Connecticut Department of Public Utility Control (DPUC) for the outstanding service it provided to customers in 2004. This marks the seventh consecutive year that Lightpath has been recognized by the New York State PSC with its Commendation for Excellent Service.

The New York State PSC's annual Commendations for Excellent Service are based on telephone companies' performance in relation to service quality standards established by the Commission. The criterion to measure the condition of each company's infrastructure includes an evaluation of "customer trouble report rates" (CTRR) and the number of consumer complaints received by the Commission. Monthly measurements for each of 912 central office switches in the state are supplemented by staff interventions to achieve compliance with Commission standards. The commendations are also based on a requirement that any company operating under an incentive regulatory plan must have no incidence of service-related penalties for CTRR or PSC complaints during the year.

As part of its eighteenth annual report on the state of telecommunications service and regulation that it submitted to the Connecticut General Assembly, the DPUC summarized the experience of the Department's Consumer Assistance and Information Unit in handling consumer complaints regarding telecommunications service providers. Lightpath was cited in this report for its low number of customer complaints, as well as its ability to answer and respond to all calls to its service center in less than sixty seconds, with an average response time of 5.6 seconds.
