On the other hand as the mobile operators have considerably developed their 3G infrastructures, the mobile Internet market has experienced the increase in the number of broadband users, although current levels of usage are significantly lower in comparison to fixed networks.

Executive Summary:

In the beginning of 2008 the Croatian Internet market was still lagging behind the EU Internet market, considering the basic penetration indicators. The fixed Internet market segment has been highly dominated by the incumbent T HT. Considering the adoption of new Electronic Communications Act by the end of Q2 2008, it is expected for Internet market to become even more regulated by NRA (HAT), increasing the overall competitiveness in the market, especially in the broadband segment.

The penetration of Internet usage in Croatian population reached 44.9% by the end of 2007, while the broadband penetration in population reached 9.7% by the end of Q1 2008, both of which are less than average EU levels in the same time. During 2007, the number of broadband lines exceeded the number of active dial up accounts for the first time, reflecting the migration of users towards broadband access. The ADSL has continued to be the dominant broadband technology in fixed networks, counting 93% of all broadband lines at the end of Q1 2008. In the same time, the incumbent retained its market leadership, including both revenue and customer shares. The shares of alternative operators are expected to increase significantly during 2008 and 2009, as the process of local loop unbundling and utilization of incumbent's wholesale bitstream offer become more prevailing.

During 2007, the level of mobile Internet usage was still far lower than for fixed Internet services. Leading mobile operators in the market (T Mobile and Vipnet) have both made significant investments into 3G infrastructure, with UMTS/HSDPA coverage reaching 40% of population by the end of 2007. However, the number of mobile broadband users amounted to only 1% of total number of mobile customers in the same time.
