New York State Public Service Commission Approves Verizon Fiber Rollout

The New York State Public Service Commission has ruled that Verizon Communications can build the infrastructure for its new fiber-optic TV, voice and data service around the state, but must negotiate franchises with municipalities before going live.
Cablevision Systems, a state cable television association, the Town of Babylon and the City of Yonkers had asked the PSC to declare Verizon's fiber upgrade a cable system and some municipal officials such as Malverne Mayor Anthony Panzarella, had sought to bar Verizon from installing fiber-optic equipment.
Verizon, meanwhile, said it was allowed to upgrade its network under existing rights as a state telephone provider.
In an attempt to skirt lengthy negotiations for municipal franchises, Verizon lobbyists are working to revise the Telecommunications Act of 1996.
After the ruling, Verizon claimed victory because it will be allowed to build the network unimpeded, while Cablevision and the Cable Telecommunications Association of New York claimed victory because the ruling kept intact municipal franchise regulations.
