(NYSE: CBR) has ranked number #1 in a client experience survey conducted by The Black Book of Outsourcing that investigated a subset of over 170 Application Outsourcing contracts held by 400 of the top institutes of higher education. The Black Book of Outsourcing survey, conducted annually by the Brown-Wilson Group, a Clearwater, Fla.-based research firm and consultancy, aims to identify the best-managed global outsourcing vendors as well as rankings for specific capabilities and within vertical industries. Outsourcing vendors are ranked according to responses by executives and others involved in outsourcing decision-making about their experience and satisfaction with current suppliers.

"CIBER out-delivered on client satisfaction over tech competitors again this year in the higher education industry. With the current higher education solutions market in such high demand by buyers, particularly U.S.-based suppliers, CIBER's top performance will likely result in greater business opportunities for the company," reports Scott Wilson, co-author of "The Black Book of Outsourcing."

The Higher Education Application Outsourcing client experience survey is based on 18 different Key Performance Indicators (KPIs). CIBER was ranked first in 11 of these 18 KPIs. The Brown-Wilson Group found that, of the industry-centric survey components, the most important in the Higher Education Application Outsourcing rankings were Innovation, Customization and Reliability. CIBER was ranked first in all three of these categories.

Having recently received the top ranking in The Black Book of Outsourcing's Higher Education Infrastructure Outsourcing survey, this is the second #1 ranking CIBER has received in Higher Education Information Technology Outsourcing. "The level of client satisfaction displayed by The Black Book of Outsourcing's client experience survey results clearly illustrates CIBER's proven Higher Education based methodology, comprehensive capabilities, and the quality of the consulting services delivered by former university and college practitioners," said Mike Dillon, Senior Vice President of CIBER's Higher Education practice.

CIBER's cost effective and efficient IT solutions, coupled with its 30 years of quality IT experience, completely swept the Higher Education service line this year. A global leader in Information Technology outsourcing, CIBER has received #1 rankings in multiple Black Book client experience surveys in both specific capability and within vertical industries. The Black Book of Outsourcing also names CIBER among the "Top Ten Best Managed Outsourcers."
