Chinese PM Issues Instructions on Developing Urban Public Transport

Beijing, 31 October: Urban public transport is an important infrastructure that bears closely on the work and life of the general public. Prioritizing the development of urban public transport is an important means to enable more efficient utilization of transport resources and to ease traffic congestions. Recently, Wen Jiabao, member of the Standing Committee of the CCP [Chinese Communist Party] Central Committee Political Bureau and premier of the State Council, and Zeng Peiyan, member of the CCP Central Committee Political Bureau and vice-premier of the State Council, issued important instructions separately, calling for prioritized development of urban public transport.

Wen Jiabao's instructions pointed out that prioritizing the development of urban public transport is a correct strategic notion that is in line with the reality of China's urban development and transport development.

Zeng Peiyan's instructions pointed out that the Ministry of Construction should take further measures and guide all localities to develop public transport as priority and promote the healthy development of urban areas.

The General Office of the State Council recently issued a "Circular of the General Office of the State Council for the Transmission of the Opinion of the Ministry of Construction and Other Departments on Prioritized Development of Urban Public Transport," calling on all localities to implement the strategy of "putting public transport first" in a conscientious manner.

Public transport is a mode of travel that is suitable for all. "Putting public transport first" would be unfeasible without the participation and support of the whole community, especially the broad masses. The Ministry of Construction is planning to conduct an extensive, society-wide propaganda campaign promoting the idea of "putting public transport first" shortly, so that the concept of "putting public transport first" can strike root in the hearts of the people, become a common understanding of society, win the support and response from society as a whole, and help promote the further development of China's urban public transport.
