City May Add Court Fee for Case Manager

Dec. 17--ARLINGTON -- A proposed $2 court fee would allow the city to hire a case manager to oversee the Arlington Municipal Court's 9,000 juvenile cases a year.
The City Council has scheduled a public hearing Tuesday night on whether to create the fee, which is expected to raise about $90,000 a year.
After a juvenile enters a plea on a Class C misdemeanor, the case manager would follow the case to ensure that the offender completes his or her court-ordered obligations, Chief Municipal Judge Stewart Milner said. For example, a juvenile who received deferred disposition on a traffic ticket might be required to avoid receiving another ticket for 90 days and to complete a driver-safety course.
The court does not have a designated person to oversee juvenile cases, Milner said. A state law that went into effect Sept. 1 allows cities to add up to a $5 fee on Class C fines to fund such a position. If approved in Arlington, the fee would go into effect early next year.
The council will also begin considering whether to increase garbage and recycling fees. Republic Waste Services Ltd., the city's service provider under contract, is asking for about $71,400 more a month to cover increased fuel, vehicle maintenance, equipment and employee costs. Republic receives $2.17 million a month for twice weekly garbage pickup and weekly recycling pickup, according to a report to be presented to the council Tuesday afternoon.
If the council approves the contractor's request, monthly trash and recycling fees would increase 31 cents for residents, who currently pay $9.63, and 49 cents for businesses, which pay $14.92. The council is expected to vote on the request Feb. 14.
In other business Tuesday night, the council is expected to vote on whether to buy nine parcels of land for the Cowboys stadium project and to allow the Arlington Fire Department to use $440,000 in federal funding to create a bomb squad.
A public hearing is also scheduled on a proposed overlay district that would allow mixed-use development in north Arlington.
