Slovene Government Backs Changes to Media Law

The government has backed an amendment to the Media Law which does not include a media fund as it was previously expected.

The proposed amendment was prepared by the Culture Ministry. The proposal including the mentioned fund was published on the ministry's website until Monday [30 January], but it was later withdrawn and a new proposal without the fund was published instead.

The media fund was expected to get one billion tolars of state budgetary funds. The fund was supposed to ensure plural and democratic dailies and weeklies, radio and TV programmes and electronic media. At least 40 per cent of the expected funds would be earmarked for the development of media of special significance - the local, regional, student and non-commercial media.

In line with the adopted proposal, the Media Law will not include the media fund. Instead, the Culture Ministry will "ensure budgetary funds for plural and democratic" media. One billion tolars will be earmarked and the funds will be given in line with the same regulations as were expected to be included in the media fund. The RTV Slovenia [Slovene Radio-TV - public broadcaster] is not among the recipients of these funds.

A special expert commission will decide which media or projects will receive budgetary funds based on a public tender. The culture minister will appoint members of the commission. [Passage omitted]
