Landowners Ask Overland Park for Annexation: City Council to Look at Two Petitions

Feb. 4--Landowners to the south of Overland Park have asked the city to annex nearly 300 acres of property into city limits.

A group of landowners and a development company had submitted two separate petitions that ask the city to approve the annexation of the land, which is in unincorporated Johnson County. The Community Development Committee unanimously approved recommending the annexation of both properties to the City Council at its meeting Wednesday.

The City Council will consider approving the annexation ordinances at its meeting Feb. 6.

The first petition asks for the annexation of approximately 255 acres of land bounded by 163rd Street on the north, 167th Street on the south, the Blue River on the west and the Kansas and Missouri state line on the east. Only a small portion to the west is adjacent to Overland Park, so the land is contiguous.

The land is currently being used either for residential or agricultural purposes.

Ron Bodinson, who owns the lot that borders Overland Park, said that his neighbors are poised for residential development. The area uses septic tanks for water disposal, however, and must become part of a sewer district before it can develop the land into neighborhoods.

"By annexing, it makes more likely that they can form a sewer district," Bodinson said. "That's basically the key, that by becoming part of the city, they can become a sewer district."

The land is currently part of the Blue Valley School District, and will remain so if it is annexed.

The second petition asks for the annexation of approximately 40 acres of land on the south side of 167th Street and the west side of Switzer Road. The land is undeveloped and is owned by Coffee Creek Land Company, LLC.

Saul Ellis, of Coffee Creek Land Company, said they already own 80 acres to the south of the property and want to connect the two properties.

"This is just attaching it to the 80 acres that we already own, which is already part of Overland Park," Ellis said.

He said they plan to combine the properties and build a 170-home residential neighborhood. The company plans to submit a rezoning request for the development, which will be called Coffee Creek Crossing, within the next 30 days if the annexation is approved.
