CLARIFICATION
Horry County landowners who dig ponds on sites 5 acres or less for the purpose of selling sand, gravel and other aggregates to contractors must seek mining permits from County Council. The county's new mining rules, however, do not require farmers to obtain permits to sell aggregates to contractors as long as they are digging ponds for farm purposes, such as watering livestock. Tuesday's editorial, "Mining Loophole," did not make this distinction clear.
