Lawmakers Rated on Their Conservation Voting Records

Feb. 22--The national League of Conservation Voters on Tuesday released its annual scorecard for members of Congress, with 8th District U.S. Rep. Jim Oberstar scoring high and Wisconsin 7th District Rep. Dave Obey, D-Wausau, scoring a perfect 100 percent.

Oberstar, D-Chisholm, landed an 83 percent rating from the league, meaning he usually voted to favor conservation efforts on key legislation the national group tracks.

One Minnesota lawmaker, Rep. John Kline, a Republican representing the state's 2nd District south of the Twin Cities, scored 0 percent. Another Minnesota Republican, Mark Kennedy, who represents the 6th District in central Minnesota, scored 11 percent. Kennedy is running for U.S. Senate in Minnesota.

Minnesota U.S. Sen. Norm Coleman, a Republican, scored 35 percent while Sen. Mark Dayton, a Democrat, scored 80 percent.

Rep. Betty McCollum of the state's 4th District received a perfect 100 percent rating, followed by Reps. Martin Sabo at 89 percent, Jim Ramstad at 61 percent, Collin Peterson at 50 percent and Gil Gutknecht at 28 percent. McCollum, Sabo and Peterson are Democrats; Ramstad and Gutknecht are Republicans.

Wisconsin Democratic Sens. Russ Feingold and Herb Kohl scored 90 percent and 75 percent respectively.

The Minnesota delegation earned an average of 55 percent. The national average was 45 percent for House members and 45 percent for senators. The scorecard has been published for every Congress since 1970.

Among votes included in the 2005 scorecard are those on national energy policy, Arctic Refuge drilling proposals, environmental funding, public health and endangered species.

The league called Kline and Kennedy "embarrassingly out of step with Minnesota voters" on conservation, energy and public health issues.
