Toll Roads a Return to Reality

Your editorial on toll roads brings this to mind: Not many years ago there were great privately financed mass transit systems in the United States — the great Insull systems of the Midwest, Bamberger in Utah and the huge Pacific Electric in Southern California. One can view toll roads as a return to market reality.
