NTT Communications' Problems Freeze Services at Japan Agencies, Firms

May 31--TOKYO -- NTT Communications Corp. said Monday that power-source facilities at its Tokyo head office have developed trouble, paralyzing a total of 340,000 Internet protocol telephones.

In addition, the trouble affected the personal handy-phone system service of its group ally NTT DoCoMo Inc. by denying a total of 335,000 of its PHS subscribers access to the service for almost six hours.

The trouble at the head office also paralyzed a range of Internet-based services and work at government agencies and business companies, including the Justice Ministry, the Finance Ministry and Mazda Motor Corp.

The malfunctions induced problems with the telecom carrier's Internet connection services, Internet telephony, mobile phone services, e-mail and data transmission services among different companies' local area networks.

The problems made it impossible for regional offices of the Justice Ministry in the Kanto area around Tokyo to issue photocopies of real estate registers and certificates of citizens' seal impressions, ministry officials said.

Various regional observatories of the Japan Meteorological Agency reported sudden breakdowns of communications lines through which they were accessing a main server used in issuing weather warnings and advisories.

But the observatories averted a major disruption in weather warning services by using a backup server in Osaka, officials said.

The NTT Communications glitch also temporarily prevented Net users from browsing through the Finance Ministry's website.

In addition, Mazda Motor reported its employees became unable to use Internet telephony services as well as in-house phone extension number services, officials said.

NTT Communications said the head office problems disrupted its "OCN Dot Phone" telephony services as well as data communications services for linking the LANs of different companies.

At the Ministry of Land, Infrastructure and Transport, e-mail transmission between the head office and regional offices became impossible around 3:20 p.m.
