By GEORGE HOHMANN WILLOW ISLAND - Allegheny Energy has completed a $105 million scrubber upgrade that reduces emissions at its 1,300-megawatt, coal- fired Pleasants Power Station. The upgrade sends 100 percent of flue gasses through a scrubber system and up a new 640-foot chimney.
