RICHMOND, Va. _ Like the rest of Virginia, Gov. Timothy M. Kaine is in the midst of a transition. The emotion has begun to subside from that cold, raw April 16 when a mentally disturbed Virginia Tech student went on a murderous rampage, killing 32 people before committing suicide.
