By Michael Davis, Chattanooga Times/Free Press, Tenn. Jan. 30--The Chattanooga City Council on Tuesday night approved the Southeast Tennessee Human Resource Agency's plan to build a $1.5 million transit and training center at the mayor's proposed homeless services complex downtown.
