By Jeremy Kohler, St. Louis Post-Dispatch Jul. 18--The daughter of St. Louis police Chief Joe Mokwa and some officers, primarily from the 4th district downtown, got free use of siezed cars from S&H Towing, which holds a contract with the Board of Police Commissioners, officials revealed today.
