By Martha Stoddard, Omaha World-Herald, Neb. Dec. 14--LINCOLN -- Jacob Wagner of Schuyler, Neb., will receive $9.9 million from the State of Nebraska for injuries suffered in a crash blamed on a malfunctioning traffic signal.
