WASHINGTON _ It's approaching a year since The Washington Post revealed scandalous care and living conditions for wounded soldiers recuperating at the Walter Reed Army Medical Center here, and the proud institution is still recovering from the shock.

By KIMBERLY HEFLING WASHINGTON - The military's medical community got a black eye that "we didn't completely deserve" about conditions at Walter Reed Army Medical Center, the top Pentagon health official said Thursday at a ribbon cutting for a new amputee center.

Turns out the trouble at Walter Reed Army Medical Center, the focus of a firestorm of criticism over poor treatment of wounded war veterans, reached into the mailroom.

Money woes and Pentagon neglect are to blame for shoddy outpatient conditions and bureaucratic delays at Walter Reed Army Medical Center, an independent review has concluded.
