By JEFF HAMPTON By Jeff Hampton The Virginian-Pilot A plan to tear out asphalt streets and replace them with sandy basins could help control chronic flooding in the Corolla community of Whalehead Beach.

Noel strengthened into a hurricane over the Atlantic after slamming the Caribbean with heavy rains, flooding and mudslides that left at least 115 dead, officials said.
