By GREG EDWARDS By 8 p.m. yesterday, all but 684 of Dominion's Richmond and Tri- Cities-area customers had their power restored after Sunday night's storms, the utility reported. Dominion Virginia Power reported that 80,000 of its 475,000-plus customers in the Richmond area lost power Sunday.
