By Gillette, Becky COLUMBUS - It's a big plan: building an $880-million steel mill that, when complete in the third-quarter of 2007, will have the capacity to produce 1.5 million tons of steel a year for use in the automotive, building, agricultural, appliance and pipe/tube industries.
