Aug. 18--OKLAHOMA CITY -- The Oklahoma Transportation Authority on Wednesday gave approval to refinance up to $750 million in bonds. However, the agency that operates the state's 10 turnpikes plans on refinancing only $670 million in bonds to take advantage of lower interest rates.
