By Kevin Welch, Amarillo Globe-News, Texas Nov. 14--Panda Ethanol announced Tuesday it has received its air permit to build a plant near Muleshoe. The company is looking to complete its 115 million gallon plant near Hereford in the first quarter of 2008.
