By John Biemer, Chicago Tribune Mar. 19--Federal efforts to conserve the endangered Hine's emerald dragonfly along the Des Plaines River Valley could cost $14.6 million to $43.9 million over the next 20 years, according to an analysis released Friday by the U.S. Fish and Wildlife Service.
