By Cecily Burt; Kelly Rayburn OAKLAND -- Oakland's elected officials are sending mixed messages that just might quash the city's nascent efforts to boost its economy and employment base as the East Bay's green jobs capital, critics say.
The telephone calls reporting "oil sheen" on Lake Merritt began coming in over the weekend. But there was no oil on Lake Merritt -- at least not bunker fuel, 58,000 gallons of which spilled out of the Cosco Busan container ship Nov. 7 after it hit a Bay Bridge tower.
