By Laurie Winslow, Tulsa World, Okla. Sep. 25--Blue Cross and Blue Shield of Oklahoma is fast on its way to completing a merger with Chicago-based Health Care Service Corp. Officials with both health insurance groups hope to have the transaction sealed before the end of the year.
