A MENTAL hospital at the centre of a scandal after a patient walked out and killed a cyclist went on to employ a bogus psychiatrist, it emerged today. Dr Kelvin Chatoor claimed to have extensive experience in psychiatry but only had a basic medical degree in Trinidad.
