Tropical Storm Cristobal encountered cold Canadian waters and was labeled extra-tropical Wednesday 380 miles east of Halifax, Nova Scotia. The U.S. National Hurricane Center in Miami said the storm system was moving east-northeast at 31 mph at 5 a.m. with sustained winds of 45 mph and higher gusts.
