A Pennsylvania animal advocacy group is offering a reward for information leading to the conviction of whoever abandoned a cat covered in duct tape. George Bengal, director of investigations for the Pennsylvania Society for the Prevention of Cruelty to Animals, said the cat was found Tuesday in a Philadelphia yard with only its head sticking out of the duct tape cocoon, The Philadelphia Enquirer reported Wednesday. Whoever did this is very sick, Bengal said.
