Jun. 27--Citing "staggering" energy costs, the Long Island Power Authority yesterday approved a 3 percent increase that will boost the typical customer's monthly bill by $4.44 a month. The increase, approved by LIPA's board of trustees and the second in six months, takes effect Tuesday.
