The International Olympic Committee officially launched the bidding process Friday to host the 2nd Summer Youth Olympic Games in 2014. The IOC sent a letter to all national Olympic committees, informing them of the procedures. The winner will be announced in February 2010. The age group is 14 to 18 and is expected to attract about 3,500 athletes, the IOC said.
