WASHINGTON (Reuters) - The U.S. Senate on Friday confirmed telecommunications lawyer Robert McDowell to fill a Republican seat on the Federal Communications Commission bring the agency's board to full-strength. McDowell's appointment means that any 2-2 deadlocks at the agency can now be broken.
